On January 26, China Nuclear Energy Association (CNEA) convened in Beijing a specialist review meeting for the subject of Re-study of Several Important Issues for Inland Nuclear Power Construction. Mr. Zhang Huazhu, the CNEA Chairman, and Mr. Liu Hua, the Chief Engineer of Ministry of Environmental Protection, presented a speech. Mr. Zhao Chengkun, vice chairman of CNEA’s Expert Committee, and Mr. Hao Dongqin, an expert of State Nuclear Power Technology Corporation (SNPTC), jointly chaired the meeting. Present at the meeting there were 38 experts and representatives from the National Nuclear Safety Administration (NNSA), Nuclear and Radiation Safety Center of MEP, Tsinghua University, SNPTC, China Datang Corporation, Huaneng Nuclear Power Development Co., Ltd., China Nuclear Power Engineering Co., Ltd., China Nuclear Power Engineering Co., Ltd., and CGN Xianning Nuclear Power Co., Ltd., Jiangxi Nuclear Power Co., Ltd. of China Power Investment Corporation and other inland nuclear power companies.

Mr. Zhao Chengkun introduced the background and situation of research on inland nuclear power. He said that with the support of competent government administration and industrial units, CNEA had organized expert panels for study since 2008, and completed a series of reports, including Issues of Concerns for Developing Inland Nuclear Power and the Suitability of Nuclear Power Generators, Environmental Impact Assessment in Developing Inland Nuclear Power, Safety Requirements for Inland NPPs, etc. From 2013 to 2015, CNEA held press conferences to issue partial research results, which played a positive role in eliminating public misunderstanding of nuclear power and raising public awareness and acceptance, winning recognition by government and industry. On this basis, CNEA organized in 2014 an expert panel to conduct Re-study of Several Important Issues for Inland Nuclear Power Construction, so as to promote inland nuclear power construction.The panel made an in-depth investigation of the control and assessment of liquid and airborne effluents and emissions and contingency plans for ensuring water resources security in the event of severe accident in inland NPP, and completed achievement reports. He noted that the research findings echoed the concern and demands of the experts, scholars and the general public on issues related to inland nuclear power, providing reference for decision-making by competent authorities.

The meeting concludes that the study is comprehensive and in-depth, the specific topics are well targeted, and research methods are diverse, and might constitute important technical scientific and objective support for competent authorities to make related decision and program of the Thirteenth Five-Year Plan and consolidate the foundation for deepening design and research of inland NPPs. It also pointed out that the information could be released to the public for communication and publicity.

The expert panel approved that the Re-study of Several Important Issues for Inland Nuclear Power Construction had met the requirements for acceptance.

In concluding remarks, Mr. Zhang Huazhu highly praised the achievements made in research on inland nuclear power. He thanked the government departments, the project commissioning units and their parent companies for their support and trust in CNEA, as well as experts and members of the expert panel involved in the research project. Echoing the expectations of the industry, the research reports on inland nuclear power safety would have a major impacton the government's decisions to develop inland nuclear power. He noted that the research task had been model for unswerving consistency in active and hard working over the years, and expressed the hope that it continue to carry forward this spirit, to make greater contributions to the development of the nuclear power industry by using the platform.
